Is pot smoking neighbor a nuisance?

Question:

Pot Smoker big time. We moved out for a month and a half and we have some hefty hotel bills we can show. Good hotels are not cheap. The guy threaten me when I saw him at a meeting last November. I said something to him about him smoking pot.  At the end of the meeting sure enough he smoked us out that night. We have health issues so I split for a month and a half. While we were out, I sealed everything and bought the best air purifiers and dehumidifiers. Well it was like a Chucky movie last night the smoke wafted into our vents like an evil serpent. We are only back home a month. The BOD will not get involved although our Docs have the nuisance clause in it. Our CAM is friends with the resident outside of work. The residents wife is on the BOD Truthfully, I feel this is intentional, because the smoke is so thick. Just curious how some would handle this.
