Is property manager in conflict with condo association?

Three out of five board members of our association want to hire a property manager that also rents their personal units. They each have a financial relationship with this company. This property management company also owns several units in the complex. Is this a conflict of interest and does each board member need to disclose this and abstain from voting because of their relationship? For me, it's far too much control.
