Is storm door considered interior or exterior part of home?

Question:

If you have a storm door installed, what defines the interior of your home, or your property vs common ground? I would assume that anything inside the storm door is the homeowners property and thereby a neighbor cannot complain about, for instance, potpourri that is in that area?
