Is the Board required to provide a justification for deferring repairs?

On October 30, 2021, my HOA Board approved a Reserve Study for the upcoming year, 2022. The approved reserve study, listed specific items they would repair in the upcoming year, 2022. But, 30 days later, on November 30, 2021, my Board decided not to perform 10% of the repairs they approved the previous month. Under calif. code 5300(b)(4)4, were they required to provide me with a justification for their decision to defer the repairs?
