Is Virginia housing association tax-exempt on fees?


Question:

I am president of our Virginia housing association which sole purpose is road maintenance, sign posting etc. We have a very loose structure but want to increase the dues for the sole purpose of having enough money for more frequent road maintenance. We currently pay $200 per year and want to increase to $400 per year. At what point do we have to pay taxes/fees to the state from these dues?
