Is vote needed over what portion of reserves to spend on roof repair?

Our Florida Condo Association has $300,000 in roof reserves but our board only wants to use 80% of it to complete the million-dollar roofing project. Does that require a vote of membership or a vote of the board to only use some of our reserve funds when the cost to replace the roof exceeds 300,000.?
