Keeping building hallways clear

We live in a condo building in Boston MA  and because the units are all small people leave things like their bikes and shoes in the hallways.  We have a bike rack but its down two flights of stairs in the basement so residents prefer not to use it.  Even a board member keeps his bike in the hallway.  Any suggestions what to do?  It looks horrible and its bad for resale.
