Looking for parking rules

Question:

I live in a 26 unit HOA. Each unit has one designated space with the unit number painted on the curb. We have an additional 22 parking spaces marked 'guest' on our property. Guest should probably be replaced by Resident or such.

If every unit had two vehicles and both were home at the same time, 4 would have to park on the street. I've been here 17 years and to my knowledge, this has never happened.

A newer owner, who lives alone, consistently parks in a guest space and rarely, and I mean rarely, parks in her numbers designated space. She stated to the property manager that she thinks every unit should have two designated parking spaces. A prior board researched the logistics of reconfiguring to provide two spaces for each unit, but there just isn't enough space.

Will someone please share specific HOA parking rules that can address this?
