MA condo law: must all owners be notified of association meetings?

Question:

Does MA condo law require that owners be notified in advance of all meetings of Trustees and that owners be allowed to attend? Our Board meets to discuss the business of our Association and makes decisions without allowing owners to listen to their deliberations and rationale for decisions. May an owner attend even if it is understood that she may not be allowed to speak? Chelsea, MassachusettsWorking Hard-4
