Moisture in condo crawl space. Who's problem is it?

Question:

We have a condo with a crawl space, in the crawl space we have moisture enough to make mud and this spring we had running water. Had two sump pumps when we bought but was dry in the pumps. Plumbing isn't leaking, whose problem is this moisture.  Montana
