Moisture problems in building from rain. Who needs to repair it?

Question:

When it rains the unit below has water moister near their window.  The moisture may come from the sliding door track placed after a fire , but it was to many years and no warranty. Now because it may enter through track area between 5" of cement between units is this a common elements issue building or is this the owners problem? Please help.  You're knowledge is needed.
