My husband and I do all the work for condo association

Question:

I live in a condo building with only three apartments. It is a wood home that has been converted to condos. The home is very high maintenance. In the beginning we made a verbal agreement that we would share in the maintenance of the home. Since then only my husband and I do any work. Everyone has agreed to hire a maintenance company. I have called several places, but none are interested. What are the legalities of raising the fee and hiring ourselves to do the work. We can offer to everyone unit that if they want to put work into the place, they can get an hourly pay. If this is not legal, can we legally hire someone to do everything - all maintenance, pay bills, pay taxes, balance budget, etc..?  What is the responsibility of the condo boards? Can they simply just make a decision on a management company and maintenance company?
