My neighbor collects proxies to vote on everyone's behalf!

My neighbor collects proxies to vote at the annual. They are signed by the homeowner but no person is named as the proxy. She then turns them over to another owner who fills in himself to carry the proxies and vote on everyone's behalf. Is this legal? Our Bylaws state that any proxies signed by the owner but left blank, automatically go to the president. Please, help!
