NC condo association wants to shut off senior's water supply

I owe $200 to the HOA for a fine incurred by my stepson, which was originally $400.

I paid $200 on Sept 25, 2015. Now they say I am in violation of not paying them, and that they can shut off my water supply if I don't pay up.

I am a senior citizen - can they do this to the elderly?

I have a meeting with the HOA and the Board today and plan on paying them their $200.
