Neighbor's dog does not stop barking

Question:

Our condo neighbor has a puppy that bark incessantly day and night.  We have complained to our neighbor over it to no avail.  Its a nuisance.  Short of calling the police what can we do.  The association and property manager do not seem to have an ideas how to handle this.
