Neighbor's van is partially blocking the road

Question:

I know this is a sensitive topic, but in our complex each unit has a two car garage. I live next to a handicapped resident, complete with a van. The van is too big to be garaged and is parked outside, all of the time. My problem is I have no way of seeing around or through it, if one of the neighbors is coming down the drive, until I'm nearly out of my driveway. Is this one of those "it is what it is" situations? Any advice would be appreciated.
