New Owner Not Paying Assessments. Who's Fault is that - Board or Manager?

5 months after purchase the condo fees are not paid and now foreclosure is looming. My question is who should have brought this to the attention of the owner - the President or the treasurer or the property manager? No one is taking responsibility. WHY is there a property manager and a Board of Directors. Seems we have both and each pass the problem to the other and no one can provide an answer.
