Novato, California: New HOA board wants all new window frame colors

Question:

I live in a complex with 156 units, 4 units per building. Approximately 10 units have changed their windows and color of the window frames from the original bronze color to an almond color. About 6 owners had received approval from the previous HOA Board, the others went ahead and had them changed without approval from the board. The now new board wants these windows changed back to bronze and said approval from the previous board doesn't matter so can the board just change what was approved by its previous board even when it could cost the owners $8,000 or more? I was told that the previous board approved this color window and shouldn't have!  Why, I'll never know.  Also I was told the other option is to paint them. You really can't paint vinyl window frames with any success that will last. It'll chip away in no time and look awful. The new board seems to think they can make owners change what other boards had approved previously, sounds totally unfair and unreasonable to me. Especially when it'll cost owners a lot of money.  Novato, CA.
