One condo association board member has multiple positions

Question:

What if anything can be done when there is only one person holding all positions for a Condo Association?  I was on the board as Treasurer there was also a secretary and President at the time. This new person has taken over all positions (President, Secretary, and Treasurer ) When the last Board was illegally asked to step down. This was done by Illegal proxies and 6 members attending our annual meeting. Our meeting was taken Over by an Attorney that the New person brought with her. The Attorney intimidated everyone and created so much confusion he was allowed to take the meeting over .The New person nominated her neighbor for Treasurer by using the proxies to vote with ( but the person voted into the position does not understand English nor does she speak English very well. Then this person nominated another person for Secretary but that person quit for personal reasons,, I was told. This allowed the person that created all of these problems to become President,Secretary & Treasurer. Therefore she is THE BOARD ! There has been no meeting so far this year however the bylaws state that there should be 3 Board meetings and 1 Annual meeting. Being an owner of my unit and there are 3 other owners that need to know also what we can do. We can not afford to hire an attorney but can't something be done to get this person to call a meeting so others can be nominated for the other positions that are available ?
