Our condo bylaws and declarations don't match

Question:

In our governing documents, the by-laws state the number of board of managers as being three and the Declarations state the number of board of managers being five. We are an eight-unit condo association governed for the last decade by five members.  Is this typical of condo docs? If so, basis?  Oak Park Illinois.
