Are non-elected board members allowed to vote on issues?

"The bylaws of our Condominium in Maryland permit our Officers - with the exception of its President - to be non-Board members.

And my concern is "Are such non-elected to the Board Officers allowed to vote on Condo business at Board meetings?"

The Maryland Condominium Act (MCA) doesn't say anything about voting by them, and in the absence of it being addressed in both our bylaws and the MCA, mean that non-elected Officers can vote at Board meetings.

I suggest the title of this might be something like the following: "Are Non-Board Members Allowed To Vote at Board meetings?"
