Our condo complex is becoming an assisted living facility

My condo complex is having a new and unexpected problem. People are buying units for relatives that they never come to visit. Some of these relatives need the type of care available in assisted living or other specialty care center. Neighbors have had to call police numerous times due to problems that occur.  I believe that this is happening because condos are an investment and much less costly than assisted living etc. Is anyone else experiencing this problem in their condo complex.  Michigan
