Owner authorized HOA work without board approval

I am the president of my condo association. An owner decided we were not moving quickly enough and called a vendor approved work to a common area on behalf of the board for which he does not serve.The vendor contacted our management company to check so the work didn't happen. If the vendor didn't do this, who would be responsible?
