Owner calls out condo president for work without permits

The president of our board is blocking my emails from going to him, the management company and the rest of the board. He also had done work with some drains in our garage without permits. I had inspectors come to the property and they said he should have put in for permits and had the city engineer come out. He said that the president's reasoning for doing the work he had done was not necessary. I told this to the president and his second in command this.  My email was blocked by the president and the second in command told me I was a trouble maker and that he is not going to answer my emails nor address the issue about code. Our management company is completely takes order from the president and does not have good communications with any of the owners and if the questions to the management company is to direct they do not answer. Can my emails be blocked and there is nothing I can do about it.
