Owner submitting fraudulent invoices to HOA

Question:

One of our eight owners has been submitting a fraudulent invoice every month for one year's worth of HOA dues. She has not discussed this with the board, she simply continues to submit the invoice despite requests she stop. Is this fraud? She runs a 501c3 herself and should know the problems of an association.
