Plumber cut hole in our kitchen floor. Is association responsible?

Question:

The pipe from the kitchen disintegrated and the plumber had to cut a hole in the kitchen 2 ft by 4 feet, then the living room was cut 25 ft to repair this pipe. Is the condo responsible to replace the kitchen floor tiles and living room rug? Thanks
