Preventing owners from abusing storage area

I have a unit at ground level that has a window. Other unit owners think this is a good storage area. I believe that I am within my rights as an owner to request that the items be moved away from the window. So far I've had good luck, but one person seems to think not. Anyone else have viewpoints on how I can convince this person. Thank you. This is a person who has gone against the bylaws using other areas as storage in the storage room.
