My heater hasn't been working, and the two HVAC techs I’ve hired diagnosed the problem as a lack of oxygen to the furnace due to something blocking the intake pipe – nothing is wrong with the actual unit. My condo is in a 4-story townhouse (built in 2012), and there’s no way to access the roof other than with a crane (per OSHA reg). The condo association manager said it’s my responsibility to give the HVAC tech access to the roof because the pipe only services my condo so I’m responsible for all repairs. However, since I’m not asking them to repair it (and furthermore, my heater doesn’t need repairing), shouldn’t they at least have their roofer go take a look? After all, they have a general contractor with a crane on site! If the blockage turns out to be leaves or a plastic bag, couldn’t I argue that landscaping debris and trash removal is their responsibility, and therefore they’re liable for damages caused by areas they control? I’m just so frustrated…. (and freezing cold!!)
