Property management company is unresponsive

Our association's property managers will not return emails or calls. They do not follow up on various contractors work. One specific example was when management hired a person to clean gutters. The downspouts were never cleaned. The contrctor came back only because the owner complained.

The owner had to seek out the contractor, show pictures of clogged downspouts. The owner also emailed pics to management. There was no response from management.

The owner personally got in touch with the contractor and got some results.

Other than firing management, can any other legal action be taken against management?
