Property manager won't kill cockroaches

Question:

Our property management declined my request of cockroaches treatment in my unit because it is not mandatory according to him. We used to have treatment once a year as our building is getting old (1975). What is my right as a unit owner? Can I demand for a treatment?  Ontario
