Recently disabled, need help with ADA rules & Board!

I live in an area of single family homes that for historical reasons were zoned as condos. All homes are required by condo/HOA rules to have similar appearance with respect to the exterior, including driveway style. My house has a very steep driveway. So steep that it is not ADA compliant. I am recently disabled and need to add stairs and a hand rail along side the driveway so I can walk down the driveway to the street. I am also on the Condo/HOA board and know one of the board members will object. Does ADA rule in this case so I will be able so install the stairs next to the driveway although no other home/condo in the area has stairs along side their driveway?
