Reporting the manager of the condo association for mismanagement

I would like to know to whom I report the manager of our condo association for mismanagement. There have been no meetings called, no budgets provided, and no property repairs. In other words no respect for our Master Deed or Trust Document in the past 9 years. Thanks in advance!
