Rhode Island Condo Law - Bylaw Changes

Question:

Wondering in the State of Rhode Island, what is required for a bylaw change? 51% or 2/3? From what I am understanding - a change to the Declaration is 2/3 but to a By-Law is 51%? Is this correct?
