Running main water line through some attics

Question:

water-lines-condo-attic.jpgMy association wants to cap the main water line due to a water leak and run water pipes through the attic of six townhomes, based on perpetual easement of our master deed.

That means two weeks notice to begin construction and request access to our attics.

What about liability to homes, if the new water line breaks? Why are only a few homeowners responsible for the entire association's water line?

I have found precedent on running a main water line though the attic. What about a special assessment to repair the water line properly?
