Sample rules for landscaping common areas

Question:

We are an HOA and currently struggling with drafting "rules" that apply to maintaining a uniform landscape look to our common grounds (basically the property outside the footprint of the townhome) Can anyone share a template or other thoughts on how best to accomplish this?
