Should HOA pay for tree and drain repairs?


Question:

There is a small tree in my front yard that was there when I moved in 8 years ago. The front yards are maintained by the HOA board and are part of the common area in the development.
I recently had a blocked sewer pipe near the tree. I had a plumber clear the pipe, then submitted the charges to be board for reimbursement. I had done this before without a problem when we had a different management company and board members.
They told me that the blockage was from roots from the illegal tree that was planted without permission, and they would pay half of the plumbing bill if I had the tree removed at my expense.by a date in December.
Shouldn't the board pay for the total cost of clearing the drain, and pay for the tree removal if they want it removed?
