Should National Grid be responsible for condo building fire?

One of our buildings was burned to the ground due to National Grid's error. That was five years ago. National Grid admitted fault and most of the cost of rebuilding they paid for. There seems to be some extra cost due to new code updates (this condo complex was build in 1975. The condo board is now expecting all homeowners to pay for the extra cost with a one time assessment. Is it legal for homeowners of other units to pay for the extra cost or should National Grid be responsible or the condo's master plan insurance pay the difference.
