Condo owner rents unit to group home for profit.

I am an owner in a 14 unit Condo complex in Conn. One of our owners decided to lease their unit out to a group home or profit. There are 5 residents that require care givers. There are four care givers and 5 vehicles parked at the associations parking at various times. My question is has anyone experienced anything like this. Is there anything that can be done?
