Can anyone help me with a condo board that I feel is bullying me?

 I own a condo in South Florida and I rent the condo. The building was built in the 1960's and as such needed outside concrete restoration. The residents were assessed a special assessment of approximately $10,000.00. I paid this assessment but several years later there was another assessment as the original repairs were inadequate. The new assessment is approximately two installments of $1,100.00. These assessments listed above were given to every unit owner however, I was given an extra assessment of $700.00. I learned of this extra assessment via a telephone call from the secretary at the front desk. The assessment, I was told, was for "replacement of rusty pipes under the cement." I have no idea what they are talking about and sent several letters and left several phone messages but no one from the board will call me and explain this "extra assessment." They have now turned the $700.00 bill over to a collection agency and are charging me interest. I feel they are bullying me into paying something that should be the association's responsibility. I have NEVER had one single communication with the board over this dilemma. They have never returned one phone call, one email or one snail mail in the entire time I have owned the unit (approximately 10 years). Short of a lawyer is there anywhere I can turn to for help. I live out of state and cannot afford an attorney.
