In our 300 unit condo in Florida, it was very rare to get more than 50% of owners' participation in any directors election or amendment vote during the first few years after turnover from developer. Since then participation has felt into the 30%. Because of the quorum, it becomes increasingly difficult to pass any thing at annual meetings. Furthermore, at board meetings, participants form a small but loud click. Do you have any suggestion on how to increase participation at membership meetings and reduce click influence at monthly board meetings?
