I live in Condo in State of Missouri. Who actually is a "renter"? When condo manager is asked about percentage of rental units, she gives an answer. But when pressed further, she says that there are so many renters and then there are other units where family members (children, parents, etc) are housed. These units are NOT included in percentage of rental units. Are these "related-to-the-owner" renters really renters, or is there another class of "owner" that I'm not familiar with. This answer cleverly makes it sound as if there are fewer renters than there actually are. If the owner does not occupy the unit, then those "others" are renters. Right? or Wrong?
