Tenant needs to move out for condo building repairs. Who pays?

Question:

One of the buildings in our complex, which contains four units, is in need of tenting for termite control. This will require all of the residents of the building to be out of the units for 48 hours. One of the units is leased out to tenants. A board member thinks the HOA may be responsible for paying for the accommodations of the residents for this period. In my opinion the HOA is not responsible and it should be the same as if an owner of a single house were to have tenting done. The owner would have to bear the cost of accommodation for himself or his tenants. Is there any law covering this? It is not mentioned in our CC&Rs.
