Condo owners unsure of proposed improvements to building


Question:

According to an engineer report our 90-year old building needs about $1m worth of work. The president of our board is presenting a plan for balconies for those who want to buy one, which will collectively raise our insurance, assessments, etc. No plans are being proposed for the serious improvements. We're in IL. How can this be approached without being seen as a trouble-maker? Is there any legal recourse?
