Condo owner causes problems by walking dog on common areas

Question:

We are in Sarasota, Florida. The owner has two small dogs but stated during her phone interview she had certification but the certification was to take one dog to the hospital for ill patients. That's great but when asked to not walk her dogs in the common area to relieve themselves she refused. A letter has been written to her by our management company but still does not want to follow the rules of the association. In our by laws we are a 55 and over community with no pets allowed. Does the association have the right to find her if she does not follow the by laws of the association. Thank you. Waiting to here what are rights are as a association.
