Should condo association pay for hotel during extended unit repairs?

I own a condo unit in a Hallandale, Florida condo association. There are 130 condos in the association, the majority being two bedroom units. There is a wing for the one bedrooms and a wing for the two bedrooms.

It was recently determined that we are in need of a new sewer line due to the fact that ours is cracked and sewage has been seeping into the ground. We did not have a reserve fund for this so everyone was assessed, which is fine. For some reason, the one bedroom wing has to be completed before the two bedroom wing. We were initially told we would be without water for the use of water for one day, but are now told there will be no water for three days while repairing the one bedroom wing, and an entire week while repairing the two bedroom wing.

It is almost impossible for people to live in their condo unit without the use of water to drink, wash, use the toilet, etc. Should the condo association be responsible for hotel costs for those residents that will require one? Would condo association insurance cover this if condo unit owners have it (many do not)?
