Responsibility for garage damage in HOA or condo association

The garages in our condo association are all in a line, separate from the condo units, and have individual locked doors. One of the door frames has been hit several times, to the point where it’s likely to cost over $1,000 to repair. This frame can only be hit while the door is open, as a bumper post is in place to protect a down spout next to the door.

In California, how are these types of condo association garages classified? Should the owner responsible for this type of damage? We have always had an unwritten rule regarding condo unit doors, especially screen doors, as people use/abuse them differently. Yes, I know, we need to make a board decision regarding this issue, but with over 50% rental units – good luck!
