Condo association property management charging fee for status letters

I am a condo association board member.  I just found out from an angry co-owner that he had to pay $125 to a property management company to get a status letter to sell his unit. I agree with the condo unit seller that this a rip off considering what little work is entailed to put together this letter.

Can we as a board require the property management company to produce this information at no cost to condo owners in good standing . Isn't this information ours to begin with?
