Sex offenders in our condo association

Question:

Can a condo association or community association management company refuse a sex offender to apply, live or reside in any community?

What if there is not a amendment, clause, bylaws or article recorded from the condo association or management that prohibits this issue? 

Is there a document we can create to deal with this issue? We happen to live in Florida. Thank you..
