Condo owner wants fence on property, Board has decision to make

I am on the Board of a 7 building, 14 unit condo association. Our declaration prohibits any type of fence, screen, or barrier unless approved by the condo association as part of the landscaping plan. A condo association member wants to install a privacy corner fence on the edge of their lot near the road. I am leery about the insurance and liability on this structure, and upkeep if the condo owner moves.

Should adding this to our landscape plan be a Board decision, or should all condo association members get to weigh in? Anyone have experience with this type of situation?
