How do you identify the board members of condo association or HOA?

An owner in our condo association in New York puts shoes by their door in public hallway, shoes everywhere on the floor, blocking exit, terrible shoes odor in public hall.  We spoke with them, wrote and sent pictures to manager many times and these neighbors ignore all letters.  Fire inspector came, no shoes on the floor as they knew inspection is coming.

We can't find who is the Director or President of our condo association, we asked the property manager, he sent us an angry letter.  He is a Director. Who can help us to solve this problem? How can we find out who is the President of our condo association?
